Homeland Security Presidential Directive
(HSPD)-5 directed the Secretary of Homeland Security to develop
and administer the National Incident Management System (NIMS).
NIMS provides a consistent nationwide approach for Federal
(HSPD)-5, state, territorial, tribal, and local governments
(which includes school districts)
to work effectively and efficiently together to prepare for,
prevent, respond to, and recover from domestic incidents,
regardless of cause, size, or complexity. In addition, the
Directive states, "Beginning in Fiscal Year 2005, Federal
departments and agencies shall make adoption of the NIMS a
requirement, to the extent permitted by law, for providing
Federal preparedness assistance through grants, contracts,
or other activities." Implementation of and compliance
with NIMS is critical to ensuring full and robust preparedness
across our nation. NIMS provides a common framework for all
governmental bodies to work cohesively with each other.
 

     Ohio
House Bill 422 (H.B. 422)
was enacted in May, 2006. This law requires each city, exempted
village, and local school district to adopt a comprehensive
school safety plan for each school building under its control.
In April, 2007, the Ohio Attorney General provided a written
interpretation for schools. His interpretation includes specifications
for school safety plans, building floor plans, and safety
drills.
